Business Administrator (BA)

The City of Jersey City seeks a highly experienced and dynamic Business Administrator (BA) to oversee the operational and fiscal management of all municipal departments. The BA will report directly to the Mayor, and will be responsible for implementing the Mayor’s policy agenda, supervising all department directors—including the Finance Director and Chief Financial Officer (CFO)—and ensuring the efficient, effective, and equitable delivery of municipal services. This is a critical leadership role requiring a minimum of 10 years of progressive management experience in public administration or a closely related field.

Essential Duties and Responsibilities

The Business Administrator’s responsibilities include, but are not limited to:

  • Executive Oversight: Direct management and supervision of all City Department Directors, ensuring alignment with City policies, ordinances, and the administration’s strategic goals.
  • Fiscal Management: Directly oversee the operations of the Finance Director and CFO. Work in tandem with the finance team on the preparation, review, and execution of the annual municipal budget. Monitor departmental expenditures and revenue generation to maintain fiscal solvency and discipline.
  • Policy Implementation: Translate the policy directives of the Mayor and Chief of Staff into actionable plans and measurable outcomes across all City departments.
  • Operational Efficiency: Continuously assess departmental operations, identifying areas for improvement, modernization, and cost-saving opportunities without compromising service quality, including leadership of a newly formed “CitiStat” performance management office.
  • Intergovernmental Relations: Serve as a key liaison to various governmental bodies, community stakeholders, and external partners as directed by the Chief of Staff.
  • Staff Development: Foster a culture of accountability, high performance, and continuous improvement among City
    leadership and staff.

Required Qualifications

Experience

  • More than ten (10) years of demonstrated, progressive leadership and management experience, preferably in municipal government, public administration, or a complex, highly regulated environment or agency.

Education

  • A Bachelor’s degree in Public Administration, Business Administration, Finance, or a related field is required. A Master’s degree (MPA, MBA, or equivalent) is highly preferred.

Skills

  • Exceptional fiscal acumen and demonstrated experience with large-scale budgeting, capital planning, financial oversight, and managing large complex organizations.
  • Strong organizational and problem-solving skills with the ability to manage multiple high-priority projects simultaneously.
  • Excellent communication, negotiation, and interpersonal skills to effectively lead staff, interact with elected officials, and engage with the public.

Residency

  • The Business Administrator is required to reside in Jersey City.

COMPENSATION

Salary

  • Roughly $250,000 per year, subject to change in City law.
