Mayor-Elect Solomon previously served as a two-term councilman, where he built a reputation for standing against corruption and fighting for housing affordability and a more responsive City government. Mayor-Elect Solomon will take office on January 15.

Summary

The City of Jersey City is seeking a highly skilled and experienced Infrastructure Director, a cabinet-level position to lead the planning, design, and implementation of critical capital projects across City streets, transit, parks, public spaces, municipal buildings and other public facilities. This critical executive position reports directly to the Business Administrator and must manage teams of highly skilled professionals to deliver safe and equitable transportation options, dynamic and resilient public spaces, upgrades to aging city infrastructure, and reliable access to essential services—all in partnership with the diverse Jersey City community.

Essential Duties and Responsibilities

The Infrastructure Director is currently responsible for overseeing various functions including, but are not limited to:

  • Architectural Design: The design and construction of buildings and parks to create unique civic spaces on City-owned Properties, including supporting all of the Departments of the City with new constructions or renovations of facilities like senior centers, libraries, police/fire stations, city offices, and others.
  • Engineering: Engineering activities with the City’s public right-of-way, including construction, reconstruction, and maintenance of City facilities involving roads, utilities, bridges and traffic signals, and any other City infrastructure, as well as reviews of major and minor site plan applications for private development.
  • Traffic Engineering: Managing the permitting process for the use and occupancy of public rights of way, overseeing traffic signal maintenance, managing roadway redesign and reconstruction projects, and generally advancing street safety including the City’s Vision Zero priorities.
  • Transportation Planning: Oversee the planning and development of a well functioning, safe, and integrated transportation system, including administration of the City’s microtransit and parklet programs, and other projects and plans related to Vision Zero and promoting strong and equitable access to transit.
  • Sustainability: Generally promote the City’s climate goals and resilience, including by overseeing the City’s forestry initiatives and other measures to reduce emissions and protect the City from climate-related impacts.

Required Qualifications

Experience:

  • A minimum of ten (10) years of progressively responsible executive experience in public and private infrastructure planning, design, and construction.

Education:

  • A Bachelor’s degree is required. At least a Master’s degree in planning, engineering, architecture & design, or a related field is highly preferred.

Knowledge & Skills:

  • Demonstrated expertise in building and managing large teams of highly skilled technical professionals.
  • Exceptional leadership and communication skills, with the ability to clearly articulate complex and politically charged infrastructure projects to executive leadership, City Council, and the public.
  • Keen interest in and awareness of modern transportation and urban planning methods and ideas.

Residency:

  • Current residence in Jersey City or willingness to relocate to Jersey City is highly preferred.

COMPENSATION

Salary

  • Roughly $195,000 per year subject to change by city law
